Senior Management Team:
The organisation has a small but effective management team headed by
Christine Candlish is our Chief Executive. Christine joined the Association in September 2019 from Victory Housing Trust in North Norfolk, where she held a number of positions including housing director and, most recently, managing director. Christine has over 28 years experience in social housing, she has held several strategic and operational roles for social housing providers across the country, including the Hyde Group in London. For the past 20 years, she has also been a School Governor/Trustee of an Academy Trust”.
Francis Bourke is Deputy Chief Executive, he is a Chartered Member of the Institute of Housing, (CIHCM), a Member of the Chartered Management Institute, (MCMI) and member of the Institute Of Residential Property Management (MIRPM) and has ILM level 5 qualification in Management and Leadership, plus a degree in Housing Management and Development. Francis also deputises for the Chief Executive in their absence. Francis has wide experience of working in social housing, including a number of management positions, working in varied size organisations, across the country. Francis joined South Devon Rural in 2013, and prior to joining South Devon Rural, worked in two management roles at Teign Housing in Newton Abbot. Originally from the North West Of England, Francis has been working in Devon for nearly 13 years.
Barbara Matthews our Finance and Resources Director, joined the Association in November 2020. She is a Fellow of the Chartered Institute of Management Accountants and has a degree in Computer Science. Barbara started her career as a trainee accountant in a large electronics group and held a number of positions up to financial controller, gaining experience in various manufacturing companies in the group including military radio communications, industrial tape recording, local and wide area network systems and early imaging systems. Barbara joined a fast growing care consortium as finance director in 1993 and a motor vehicle research company before moving to Shaftesbury Housing Group in 2005. Barbara has held the finance director role in a number of social housing providers including Hanover Housing Group and Aldwyck Housing Group, a large tenant management company and a number of smaller housing associations.
